Ukrainian President Volodymyr Zelenskyy has approved sanctions against Russian companies and individuals involved in developing the Rassvet satellite communications system, along with 39 vessels linked to Russia’s shadow fleet, according to the president’s official website. The measures were enacted through decrees implementing decisions by Ukraine’s National Security and Defense Council. Kyiv said the sanctions target entities and individuals involved in developing technology intended for use in Russia’s war effort. In a separate address, Zelenskyy said Ukraine was continuing work with international partners on air defense and ammunition for F-16 fighter aircraft. He said the government was preparing additional decisions and expected progress in November on previously discussed cooperation formats. The announcements come as Ukraine continues efforts to restrict Russia’s military supply networks and strengthen its air defense capabilities with support from foreign partners.
