Ukrainian President Volodymyr Zelenskyy said Kyiv expects to advance in November on diplomatic formats that have been under discussion, while warning that Russian strikes on Ukraine’s energy infrastructure continue. In an address published Oct. 30, he said important negotiations would take place in Türkiye and that Ukraine was pursuing every available diplomatic opportunity.

Zelenskyy said Russian attacks had damaged energy facilities, railway infrastructure and oil-refining facilities in several regions, including Dnipro, Kyiv, Poltava, Kharkiv, Sumy and Zaporizhzhia. He said 17 ballistic missiles were launched overnight and that emergency power outages had been introduced in parts of the country.

The president thanked emergency workers and repair crews restoring electricity and other services, saying operations were continuing despite repeated air-raid alerts and further strikes. He also called for additional air-defense support and ammunition for F-16 aircraft from Ukraine’s international partners.

Zelenskyy said Ukraine had approved measures to expand deep-strike units within its Foreign Intelligence Service and Security Service. He also said Ukrainian authorities and defense forces were supporting a humanitarian mission in Oleshky to evacuate residents, while urging Russia to end the war.
