Europol and the Andorran Police have signed an agreement connecting Andorra to the agency’s Secure Information Exchange Network Application, known as SIENA. The memorandum, published Sept. 15, 2026, is intended to strengthen cross-border law enforcement cooperation and secure information sharing. The agreement builds on a working arrangement signed between Andorra and Europol in 2021. Once connected, the Andorran Police will be able to exchange sensitive law enforcement information securely with Europol and police partners across Europe and beyond. The arrangement will also give Andorran authorities access to Europol’s international law enforcement community, which includes more than 300 liaison officers representing over 50 countries and organizations at the agency’s headquarters in The Hague. The network enables authorities to communicate directly, including on a bilateral basis. SIENA was launched in 2009 and is used by more than 3,800 competent authorities, including agencies specializing in cybercrime, financial investigations, fugitive investigations and counterterrorism.
