Ukraine will sign additional contracts for systems to protect railways, border crossings and other facilities operated by state railway company Ukrzaliznytsia, President Volodymyr Zelenskyy said in an address on Sept. 15. He said the decisions had already been approved following a meeting focused on critical infrastructure, energy and logistics. Zelenskyy reported that Ukrainian forces intercepted 93% of Shahed drones during the previous night and said development was continuing on Ukrainian-made interceptor systems designed to counter jet-powered drones. He added that fighter jets, helicopters and interceptor crews were being used to protect cities and villages. The president said the government was also working with state-owned banks to support Ukraine’s logistics system. He praised Ukrzaliznytsia employees for maintaining operations despite strikes, damage and delays, saying railways remained a major target of Russian attacks. Zelenskyy also announced planned state support for the agricultural sector, including loans, regulatory relief and insurance assistance, amid attacks on ports and food infrastructure. He said Ukraine was seeking help from international partners, including Egypt, India, Türkiye and Arab states, to maintain food exports. The address also referred to parliamentary approval of a new prosecutor general and tougher penalties for scam call centers and bank fraud, as well as legislation intended to help close the state budget gap.
