Parliament Sets Agenda on Energy, Housing

The European Parliament will focus on energy infrastructure, carbon markets, housing affordability and EU-China relations during committee and political group meetings in Brussels from Sept. 7 to 13, 2026.

Members of the Industry, Research and Energy Committee are scheduled to vote on revised rules for trans-European energy networks. The proposed changes aim to improve cross-border electricity links, address infrastructure gaps, reduce costs and maintain energy flows during crises. Environment committee members will also consider a proposal concerning the cancellation of surplus carbon allowances under the EU emissions trading system, with the stated goal of limiting carbon-price volatility.

The Foreign Affairs Committee is expected to adopt recommendations on future EU-China relations, including trade imbalances, Russia’s war against Ukraine, Indo-Pacific security and human rights. Separately, the Parliament’s committee on the housing crisis will question Energy and Housing Commissioner Dan Jørgensen about the EU’s planned Affordable Housing Act and measures to address shortages and rising housing costs.

MEPs will also discuss the priorities of Ireland’s presidency of the Council, prepare for the Sept. 14–17 plenary session and meet with European Commission President Ursula von der Leyen ahead of the annual State of the European Union debate. Parliament President Roberta Metsola is scheduled to attend the G7 speakers’ conference in Paris from Thursday to Saturday.
