Ukraine Seeks OECD Accession Dialogue

Ukraine is seeking to open a dialogue on its future membership in the Organisation for Economic Co-operation and Development, Deputy Head of the Presidential Office Ihor Zhovkva said during a meeting with OECD Secretary-General Mathias Cormann in Paris on Sept. 11, 2026.

Zhovkva said Ukraine remained committed to completing the reforms required for membership, emphasizing that the changes were intended to benefit the country and its citizens. Cormann noted Ukraine’s progress under the OECD Ukraine Country Programme, which serves as a prerequisite for accession.

Ukraine has joined 57 OECD instruments, holds associate membership in 11 working groups and participates in 57 OECD bodies. The officials also discussed the relationship between OECD standards and Ukraine’s European integration, as well as the country’s resilience during Russia’s full-scale war, including its experience in maintaining state institutions, businesses and critical systems.

The meeting also addressed the OECD’s potential role in Ukraine’s reconstruction and cooperation on energy security and cybersecurity. Ukraine renewed its request to open formal accession negotiations on June 23, while the OECD Council is scheduled to consider the issue on Sept. 16. In 2022, the council recognized Ukraine as a potential member and agreed to begin a preliminary dialogue.
