A massive international operation dubbed “Operation PowerOFF” has significantly impacted the global threat of Distributed Denial-of-Service (DDoS) attacks. Coordinated by Europol, the operation saw participation from 21 countries and targeted over 75,000 users involved in DDoS-for-hire services. This concerted effort led to the arrest of four individuals and the takedown of 53 criminal domains.

Operation PowerOFF kicked off with a week of coordinated enforcement and prevention from April 13, 2026. Throughout the week, authorities issued some 25 search warrants and sent over 75,000 warning emails and letters to those identified as offenders. The operation was not just limited to enforcement; it also featured a proactive approach to dismantle the infrastructure enabling these cyber-attacks. Participating countries included major nations like the United States, United Kingdom, Germany, and Japan among others, showcasing the global nature of the effort.

The operational phase prior to the action week involved several “sprints” where experts from national authorities collaborated to target high-value users and platforms. These sprints were crucial in disrupting the technical setup behind the illegal booter services, which facilitate the launch of DDoS attacks against various online services. The seized components included servers and databases which were instrumental in the functioning of these criminal enterprises.

Europol’s strategy extends beyond immediate disruption of illegal activities. The agency has initiated a prevention phase, which includes educational campaigns, the removal of DDoS-for-hire advertisements from search engines, and targeted online messages to dissuade potential users. This multifaceted approach highlights the shift towards not only addressing cybercrime as it happens but also preventing future incidents through community and stakeholder engagement.

This operation is part of the broader European Multidisciplinary Platform Against Criminal Threats (EMPACT) initiative, which focuses on tackling significant international crimes impacting the EU. The continued efforts by Europol and its global partners underscore the increasing emphasis on cybersecurity and the necessity of international cooperation to combat digital crime effectively.
