The European Parliament will address sanctions on Russia, support for Ukraine and measures to strengthen Europe’s resilience during its plenary session in Brussels from Nov. 9 to 15, 2026, according to the Parliament’s weekly agenda.

Members of the European Parliament are scheduled to debate further sanctions against Russia in response to attacks on Ukraine and discuss efforts to return Ukrainian children forcibly deported to Russia. A resolution on the issue is expected to be put to a vote Thursday. Lawmakers will also examine ways to improve cybersecurity protections for critical infrastructure and supply chains following cyberattacks targeting supermarket chains across Europe.

The agenda includes debate and a vote on the European Union’s civil protection mechanism for 2028-2034, which supports responses to disasters including wildfires, floods and earthquakes. Parliament is expected to seek increased funding, particularly for civil protection and health emergencies. MEPs will also question the European Commission about its priorities for 2027.

Committee meetings will focus on proposed EU funding programs covering competitiveness, research, transport, energy, military mobility, employment and social inclusion. Parliament’s Industry, Research and Energy Committee is scheduled to vote on positions regarding the European Competitiveness Fund and Horizon Europe, while other committees will consider the Connecting Europe Facility and the European Social Fund.

Parliament President Roberta Metsola is due to travel to Dublin on Thursday and Friday for meetings linked to the European Political Community Summit and the informal European Council. She will also attend the presentation of the European Order of Merit to former Irish President Mary Robinson.
