Ukrainian President Volodymyr Zelenskyy said Germany would continue supporting Ukraine with air defense systems, energy assistance and financial aid during a joint press conference with German Chancellor Friedrich Merz. The leaders also discussed diplomatic efforts to end Russia’s war and plans for Ukraine’s European integration.

Zelenskyy said Ukraine faced ongoing Russian attacks against its cities, villages and energy infrastructure. He described a strike on Komyshuvakha in the Zaporizhzhia region as one of the war’s largest mass-casualty attacks, saying 33 people had been killed and more than 50 could remain trapped under the rubble. The claims were presented by the Ukrainian president during the briefing.

According to Zelenskyy, the two sides discussed a winter support package, additional PAC-2, PAC-3 and IRIS-T missiles, and assistance for Ukraine’s F-16 fleet. He also said Germany would continue backing Ukraine’s energy sector and broader resilience efforts.

The Ukrainian president said Kyiv expected trilateral talks involving Ukraine, the United States and Russia to resume at the team level on Nov. 10-11, with the goal of eventually holding leader-level negotiations. He also announced plans for further discussions on security guarantees, reconstruction and cooperation with European partners.

Zelenskyy said Ukraine aimed to open all six negotiating clusters in its accession talks with the European Union this year. He also highlighted joint defense production, including efforts to develop the FREYJA anti-ballistic air defense program, and welcomed Germany’s planned hosting of a Coalition of the Willing meeting on Nov. 19.
