In a significant move to bolster military capabilities, Ukraine and France have jointly announced an expansive agreement focused on the enhancement of Ukraine’s air defense and combat aviation sectors. This declaration follows a prior intent agreement signed between the leaders of both nations on November 17, 2025, and encompasses the acquisition of Rafale combat aircraft along with the development of advanced munitions.

The agreement details the procurement of 16 Rafale aircraft as a part of a larger plan to acquire 100 units. This initial batch of aircraft, equipped with sophisticated air-to-ground and air-to-air armaments such as AASM bombs and SCALP missiles, will see the commencement of training for Ukrainian pilots and mechanics in France starting as early as 2026. The deal also includes provisions for the licensed production of these armaments in Ukraine, aiming to fortify the nation’s defense industry.

Furthermore, the joint statement highlighted the introduction of the Franco-Italian SAMPT-NG air and ballistic missile defense systems to Ukraine, which marks Ukraine as the inaugural combat user. This system is complemented by the inclusion of several radar systems, enhancing Ukraine’s capabilities to detect and intercept threats. The delivery and operational deployment of these systems are scheduled to begin in 2027, with accelerated timelines for critical components due to the urgent operational needs.

This strategic military cooperation between Ukraine and France is positioned within the framework of the European Union’s Ukraine Support Loan, aimed at reinforcing the defense technological and industrial base of Ukraine in alignment with the EU standards.
