Europol, in a significant joint effort with Montenegro and other European countries, has successfully apprehended a key member of the Balkan Cartel along with several associates involved in narcotics trafficking. The operation conducted on April 15, 2026, led to the arrest of twelve individuals, including a high-value target in Montenegro, and extended to coordinated arrests in Germany.

The collaborative action targeted a notorious network engaged in the distribution of multi-tonne shipments of cocaine and cannabis across the European Union. Investigations revealed the cartel’s sophisticated operation involving maritime and air routes, utilizing shipping containers and other clandestine methods for drug transportation. Notably, the criminal enterprise also orchestrated drug flows from and through countries like Albania, Thailand, and the United States.

Judicial authorities in Montenegro have charged the arrested individuals in connection with trafficking approximately 2.7 tonnes of cocaine and 1.5 tonnes of cannabis from October 2024 to April 2026. These drugs were intercepted in twelve separate operations spanning several EU and South American nations. The operation was supported by Europol, which provided essential coordination, information exchange, and analytical support, alongside financial aid for special operational equipment.

This crackdown represents a significant stride in international law enforcement cooperation under the European Multidisciplinary Platform Against Criminal Threats (EMPACT), which aims to combat serious international crime affecting the EU. Authorities from Austria, Germany, Montenegro, and Spain were pivotal in this extensive operation, demonstrating the power of collaborative effort in dismantling large-scale organized crime networks.
