Ukraine has restored Starlink and Starshield operations to speeds sufficient for communications after restrictions disrupted service, President Volodymyr Zelenskyy said in an address on Oct. 24. He said the restoration began overnight and that service had returned to normal by morning. Zelenskyy said the systems were critical for frontline logistics and Ukraine’s defense against Russian attacks. He thanked U.S. lawmakers, media organizations, the State Department and other partners for supporting efforts to restore communications. The president also called for the resumption of deliveries of air-defense interceptors, including systems intended to counter Russian ballistic missiles. He said Ukraine was preparing meetings with U.S. and European representatives and emphasized that Europe should remain involved in diplomatic efforts. Zelenskyy further said discussions were continuing over humanitarian access to Oleshky in the occupied part of the Kherson region, where mined roads have restricted movement. He said Ukraine hoped an operation could deliver food and medicine and allow civilians to leave the area, with U.S. mediation supporting the effort.
