Canada has announced seven new support packages, six joint initiatives and three cooperation agreements with Ukraine, according to the office of Ukrainian President Volodymyr Zelenskyy. The commitments were announced following talks between Zelenskyy and Canadian Prime Minister Mark Carney on Sept. 11, 2026. The two countries will establish the Defence Drone Initiative Marketplace Supply Arrangement, a national digital platform modeled on Ukraine’s Brave1 defense technology marketplace. Canada also plans partnerships between General Dynamics Mission Systems–Canada and Ukraine’s Green Tech Harvest to develop and produce drones and related technologies, alongside government cooperation on counter-drone and counter-munition systems. Canada will provide $350 million for air-defense interceptors through the JUMPSTART initiative and $23 million to strengthen Ukraine’s security architecture. It also pledged nearly $435 million in loan guarantees through the European Bank for Reconstruction and Development to support energy infrastructure, including winter gas purchases and additional generators. Further funding includes $10 million for Ukraine’s Energy Support Fund and $2 million for an International Energy Agency program focused on the country’s energy resources. The package includes $200 million in concessional loans for reconstruction through Export Development Canada and more than $40 million for a new multi-donor fund supporting Ukrainian veterans and their families. Canada will also sanction eight people over alleged violations of Ukrainian children’s rights and provide about $6 million to efforts to return and reintegrate children allegedly taken to Russia. The leaders additionally announced a bilateral initiative on critical minerals. Canada said its total assistance to Ukraine since Russia’s full-scale invasion has surpassed $26 billion.
