Ukrainian President Volodymyr Zelenskyy said Russia is preparing a large-scale attack focused primarily on Ukraine’s energy and logistics infrastructure, while rescue operations continued after an aerial bombing in the Zaporizhzhia region that Ukrainian authorities said killed 26 people.

In an address published Nov. 2, Zelenskyy said Russian strikes hit a school and humanitarian facility in Komyshuvakha, where aid was being distributed. He said the building’s shelter was struck in a subsequent attack and that five people were hospitalized, with others still believed to be trapped under the rubble. Most of the victims, he said, were civilians seeking or providing humanitarian assistance.

Zelenskyy urged international governments to increase pressure on Russia, including through measures targeting its oil and gas revenues. He said Ukraine expected the reported attack to occur as global attention focused on the U.S. midterm elections and called for stronger international support, including additional air-defense capabilities.

The president also said Ukrainian repair crews and energy workers had been working around the clock to restore power after repeated strikes on generation facilities, electricity grids and distribution infrastructure. He instructed the government to revive a program providing additional monthly payments to energy workers and repair teams, as well as rotations for personnel operating in the most difficult conditions. Details of the support program are expected later this week.
