In a significant move on June 25, 2026, Members of the European Parliament (MEPs) endorsed a new defense innovation initiative, known as the Programme for Agile and Rapid Defence Innovation (AGILE). This program is designed to expedite the development and deployment of cutting-edge technologies across European armed forces and defense contractors. The initiative focuses on a range of advanced technologies including artificial intelligence, quantum computing, robotics, cyber capabilities, space systems, and unmanned autonomous systems (UAS). The AGILE program was developed in response to the evolving security landscape, heavily influenced by the ongoing conflict in Ukraine. It seeks to establish a rapid innovation process that is both cost-effective and responsive to immediate security needs. During a joint session, the Committee on Industry, Research and Energy, and the Committee on Security and Defence collectively agreed on the proposal, highlighting its potential to enhance Europe’s defense capabilities through fast-tracked innovation cycles. MEPs proposed several amendments aimed at making the program more accessible to small and medium-sized enterprises (SMEs) and startups. These amendments include simplifying the funding process by offering lump sum grants, which would allow SMEs to concentrate on production and innovation without the burden of tedious administrative processes. Furthermore, strict regulations will be implemented to control the transfer and ownership of technology outputs, especially concerning exports to non-EU countries. In addition to fostering innovation, the program also emphasizes supporting Ukraine by making all AGILE-supported products eligible for procurement through the Ukraine support loan. This measure underscores the EU’s commitment to aiding Ukraine amidst its security challenges. AGILE, which is set to run as a pilot initiative through 2027 with a budget of €115 million, will also serve as a blueprint for future European defense innovation strategies under the forthcoming Multiannual Financial Framework. As the legislative process progresses, MEPs are poised to negotiate with the Council under the Irish Presidency, following the Council’s own approval of the proposal. This collaborative effort between the European Parliament and the Council aims to solidify AGILE’s framework, ensuring it effectively meets the urgent needs of European defense while maintaining alignment with the broader strategic interests of the EU and its member states.
