Ukraine Sanctions Missile Strike Suspects

Ukrainian President Volodymyr Zelenskyy has signed two sanctions decrees targeting 127 Russian personnel accused of involvement in missile attacks on Ukraine and 29 commercial vessels allegedly used to support Russia’s military logistics, according to the Ukrainian presidential website.

The first package targets commanders of Russian long-range aviation, missile and artillery units. Ukrainian authorities said the forces were involved in launching more than 4,100 air-launched cruise and aeroballistic missiles, along with more than 1,100 Iskander missile strikes against civilian and critical infrastructure.

The sanctions list includes personnel Ukraine says were connected to strikes on Kyiv’s Okhmatdyt children’s hospital, residential buildings in Ternopil, the village of Hroza in the Kharkiv region, central Sumy and Chernihiv. The attacks cited by Ukraine resulted in dozens of deaths and injuries.

The second package covers 29 civilian vessels that Ukraine says transport weapons, ammunition, military equipment and personnel for Russia’s Defense Ministry. Kyiv said most of the vessels are already under sanctions from the United States, the European Union and the United Kingdom, and that it will seek to coordinate measures against the remaining ships.

Ukrainian presidential sanctions adviser Vladyslav Vlasiuk said the measures were intended to restrict Russia’s ability to wage war, disrupt military supply routes and increase accountability for attacks on civilians and infrastructure.
