Ukraine has imposed sanctions on 13 vessels, 11 Russian nationals and 28 companies accused of illegally exporting Ukrainian grain from temporarily occupied territories. The measures were approved by President Volodymyr Zelenskyy through a decree enacting a decision of the National Security and Defense Council. The sanctioned vessels include eight sailing under the Russian flag, three under the Panamanian flag, and one each under the flags of Belize and Saint Kitts and Nevis. The sanctions also target vessel owners, captains and companies involved in the grain trade. Ukraine said it would provide partner countries with information needed to coordinate or replicate the measures across international jurisdictions. The government is seeking to prevent grain it says was taken from occupied Ukrainian territories from entering foreign markets. Vladyslav Vlasiuk, an adviser to the president on sanctions policy, said those involved in the trade should face consequences, including companies, owners, captains and vessels.
