In a significant development, the European Parliament, in conjunction with the Council, has reached a provisional agreement on the establishment of the AGILE program, a new €115 million initiative aimed at bolstering defense innovation across the European Union. This initiative focuses on providing swift, agile, and targeted financial support to small and medium-sized enterprises (SMEs) that are developing emerging and disruptive defense technologies. The AGILE program is designed to enhance the EU’s defense capabilities by expediting the innovation process for SMEs, including startups and scale-ups. It offers fast-track grants and facilitates access to testing and certification, ensuring that developed products meet the capability needs of member states. The program is expected to reduce Europe’s strategic dependencies and increase the security of supply by fostering the development of cutting-edge defense technologies. European legislators have emphasized the importance of the AGILE program in ensuring a rapid response to the evolving security challenges, particularly highlighted by Russia’s ongoing aggression against Ukraine. The program aims to bridge the gap between the development and deployment of defense technologies, thereby accelerating the provision of innovative solutions to Europe’s armed forces. The agreement also includes measures to connect SMEs with major defense industry companies, enhancing the integration of innovative products into the broader defense industry. The provisional political agreement on AGILE must now be formally endorsed by both the Parliament and the Council. Following its adoption, the regulation will be enacted 20 days after its publication in the EU Official Journal, with the program slated to become operational from early 2027.
