In a significant escalation of economic pressures, Ukrainian President Volodymyr Zelenskyy has enacted a series of sanctions targeting Russian entities directly supporting the military-industrial complex and facilitating evasion of existing sanctions. This move, announced on April 4, 2026, stems from decisions made by the National Security and Defense Council of Ukraine.

The new sanctions impact a total of 26 individuals and 31 legal entities. Among those targeted are manufacturers of unmanned robotic systems, including underwater, surface, and aerial drones, as well as companies involved in the production and maintenance of electronic warfare systems, air defense systems, armored vehicles, submarines, ships, and port equipment. Additional sanctions have been placed on enterprises within the aviation industry, specifically those repairing and manufacturing components for various models of Mi-series helicopters.

Vladyslav Vlasiuk, the Advisor-Commissioner of the President of Ukraine for Sanctions Policy, emphasized the strategic focus of these sanctions. “These sanctions strike at the core of Russia’s military-industrial complex, impacting everything from weapons manufacturers to networks that enable sanctions evasion,” Vlasiuk stated. He further highlighted the systematic efforts to close off channels that facilitate illegal activities in temporarily occupied territories and noted that the pressure would continue to mount in coordination with international partners.

Ukraine has committed to sharing all necessary details with its partners to ensure synchronized implementation of these sanctions across international jurisdictions. This development represents a crucial step in Ukraine’s ongoing response to the conflict and its ramifications.
