In a decisive move, Ukraine’s President Volodymyr Zelenskyy has signed a decree to impose sanctions on individuals and entities linked to cyberattacks and operations within the Russian tanker fleet. The sanctions, announced on February 2, 2026, align with similar measures taken by the European Union and NATO, targeting those complicit in undermining the security of these regions.

The decree, based on the decisions from the National Security and Defense Council of Ukraine, affects 10 individuals and six legal entities, including foreign nationals and Russian citizens. These parties are implicated in various activities ranging from the operation of the Russian tanker fleet, involvement in cyberattacks against Ukraine and other EU/NATO states, to sanctions evasion and spreading pro-Russian propaganda. Notably, the sanctions extend to Kremlin-linked figures and members of the GRU terrorist group, who have been active in cyber espionage aimed at destabilizing political situations and gathering sensitive information.

Furthermore, the sanctions encompass companies from Russia, the United Arab Emirates, and Vietnam that participate in transporting Russian oil. One specific target includes Russia’s 142nd Separate Electronic Warfare Battalion, known for GPS signal interference that has jeopardized civilian aviation safety in the Baltic region. These measures represent a part of Ukraine’s broader strategy to synchronize with 15 sanction packages introduced by its international allies over the past year, intensifying pressure on Russia to curb its aggressive actions and destabilizing influences in Europe.
