In a significant move to synchronize with U.S. policies, Ukrainian President Volodymyr Zelenskyy has signed two decrees that further align Ukraine’s sanctions with those of the United States, targeting Russian entities and individuals involved in military advancements against Ukraine. The new sanctions, announced on November 30, 2025, by the Office of the President, expand upon Ukraine’s efforts to coordinate with international partners against Russian aggression. The first decree focuses on 26 Russian legal entities within the energy sector, including major players like Rosneft and subsidiaries within the Lukoil Group. These entities are linked to approximately 55% of Russia’s oil production, mirroring the sectors targeted by recent U.S. sanctions. The second decree imposes restrictions on 36 individuals and 13 legal entities directly involved in the production, training, and operation of various types of Russian drones. Notably, this includes entities related to the Rubikon criminal center, known for testing new weaponry and participating in combat operations against Ukraine. Additional sanctions affect Russian companies developing reconnaissance and attack UAVs, as well as so-called charitable foundations and volunteer movements that support Russian military activities. Vladyslav Vlasiuk, the President’s Advisor-Commissioner for Sanctions Policy, emphasized the importance of increasing pressure on Russia through these sanctions. The Ukrainian government plans to continue its collaborative efforts with international partners, including the preparation of the European Union’s 20th sanctions package and tightening restrictions on entities supporting Russian military efforts. These measures signify Ukraine’s ongoing commitment to curtail Russian military capabilities and its dedication to collaborating with global partners in restoring regional stability and peace.
