Ukraine’s government has urged international partners to establish a reserve fund to help respond quickly to humanitarian emergencies expected during the winter. The proposal was discussed at an expanded meeting in Kyiv focused on coordinating assistance amid ongoing Russian attacks.

The meeting was held at the direction of President Volodymyr Zelenskyy and chaired by Kyrylo Budanov, head of the Office of the President. It was attended by Prime Minister Sergii Koretskyi, National Security and Defense Council Secretary Ihor Klymenko, Deputy Head of the Presidential Office Iryna Vereshchuk, government officials, donor-country representatives and international humanitarian organizations.

Koretskyi briefed participants on regional resilience plans and urgent funding needs, particularly for water and electricity supplies. Vereshchuk said officials expected efforts to create localized humanitarian crises in Kyiv, Odesa, Dnipro, Kharkiv and other major cities.

Participants agreed to develop a joint assessment of potential winter humanitarian needs and response plans. Government authorities, diplomatic missions and international organizations will also identify priority projects and the funding required to implement them quickly.
