Ukrainian President Volodymyr Zelenskyy met with a bipartisan U.S. congressional delegation in Kyiv to discuss continued security assistance, protection against Russian attacks and increased sanctions pressure on Moscow. The meeting took place amid what Ukraine described as ongoing strikes on cities and critical infrastructure ahead of winter.

The delegation included Senators Roger Wicker and Kevin Cramer and Representatives Marc Veasey and Dan Crenshaw. Zelenskyy briefed the lawmakers on battlefield conditions and said Russia was seeking to compensate for its lack of progress on the front lines through intensified attacks. An air raid alert remained in effect during the meeting because of the threat from jet-powered Shahed drones.

Zelenskyy said recent attacks had damaged schools, bridges, energy facilities and other critical infrastructure in Kyiv. The U.S. lawmakers condemned the attacks on civilians and described their visit as a demonstration of bipartisan support for Ukraine.

Discussions also covered winter preparedness, the PURL initiative, international assistance and stronger sanctions against Russia. Zelenskyy called for implementation of the proposed Lindsey Graham Act and urged measures to cut financial flows supporting Russia’s war effort. The sides also discussed accelerating licensing for Patriot missile production, including potential joint production of ballistic missile interceptors for Ukraine, the United States and allied countries.
