Ukrainian President Volodymyr Zelenskyy held 30 international meetings and 11 phone calls in September as Kyiv focused on strengthening air defenses, expanding defense cooperation and securing energy support ahead of winter, according to a summary published by the president’s office.

Zelenskyy visited Norway, Canada and the United States, meeting with leaders including U.S. President Donald Trump, Canadian Prime Minister Mark Carney, French President Emmanuel Macron and Turkish President Recep Tayyip Erdoğan. During a visit to Calgary, Canada announced $2 billion in support for Patriot missiles, F-16 ammunition, drone production and energy assistance. The two countries also signed agreements covering long-term cooperation, defense and security.

During the United Nations General Assembly in New York, Zelenskyy and Trump discussed possible diplomatic steps, winter assistance and plans to localize production of Patriot interceptor missiles in Ukraine. Ukraine also signed long-term support agreements with Australia and a drone cooperation agreement with Finland. Separately, Ukraine launched the Carpathian Integration Initiative with seven regional partners to promote investment, logistics and humanitarian and energy security.

The president’s office said partners announced or delivered additional military and financial assistance, including air-defense missiles, ammunition, drones and energy support. The United States approved a possible $2.68 billion sale of air-defense modernization equipment, while the European Union transferred €3.3 billion under its Ukraine Support Loan and agreed to unblock a further €6.6 billion through the European Peace Facility. Ukraine and its partners also imposed new sanctions targeting Russia’s shadow fleet, defense and financial sectors, propagandists and individuals linked to the deportation of Ukrainian children.
