Ukrainian President Volodymyr Zelenskyy and Norwegian Prime Minister Jonas Gahr Støre signed agreements on defense cooperation and a strategic partnership during a meeting in Kyiv on Aug. 23, 2026. The leaders signed an Agreement on Defence and Security Cooperation under the “Drone Deal” framework, along with a Joint Declaration on a Strategic Partnership known as the Ellisiv Accord. The declaration takes its name from Ellisiv, the daughter of Prince Yaroslav the Wise, who became queen of Norway after marrying King Harald Hardrada. The agreement outlines expanded cooperation in defense and security, energy and national resilience. Existing collaboration covers maritime, land and air operations, drones, autonomous technologies, sustainment and logistics. Støre also announced that Norway plans to provide Ukraine with approximately $9 billion in assistance through the Nansen Support Programme in 2027, matching the level of support provided this year.
