Ukraine Updates Winter Resilience Plan

Ukraine’s National Security and Defense Council reviewed regional preparations for winter and approved a comprehensive resilience plan for Kyiv during a meeting chaired by President Volodymyr Zelenskyy on Aug. 5, according to the president’s official website.

Zelenskyy identified three priorities: protecting critical infrastructure, ensuring adequate shelters and strengthening anti-ballistic defenses. He said Ukraine had been receiving nearly three times fewer interceptor missiles since the beginning of 2026, citing international conflicts as one factor, and called for increased supplies and the development of a domestic air defense system.

Council Secretary Ihor Klymenko said Russian strikes on energy infrastructure were continuing and warned that attacks on civilians could intensify in the autumn. Prime Minister Sergii Koretskyi reported on funding, infrastructure restoration, backup power and the protection of energy and gas facilities. He also stressed that local authorities must ensure residential buildings can function during external power outages.

Officials from Dnipro, Odesa, Lviv, Kherson, Chernihiv, Zaporizhzhia and Poltava regions reported on their preparations, including efforts to protect energy, heating and water systems. Officials also discussed railway infrastructure, mobile shelters, fuel reserves and additional energy capacity, while Kyiv authorities outlined restoration and construction projects under the capital’s newly approved resilience plan.
