Ukraine Seeks Stronger European Support

Ukrainian President Volodymyr Zelenskyy called for stronger European support for Ukraine’s air defenses, sanctions efforts and defense production during a joint press conference with Irish Taoiseach Micheál Martin on July 23, 2026. Zelenskyy thanked Ireland for its continued assistance and support for Ukrainians living in the country.

Zelenskyy said Ukraine was preparing for what he described as possible new Russian attacks and additional mobilization in Russia. He welcomed the European Union’s adoption of its 21st sanctions package against Russia and said Martin had pledged to work toward a 22nd package. Ukraine also plans to encourage countries outside the EU to align their sanctions with the bloc’s measures.

The two leaders discussed supply chains supporting Russia’s defense industry, including the production of aluminum components used in missiles and military aircraft. Zelenskyy also urged European institutions to halt funding for organizations, including sports bodies, that allow Russian athletes linked to the war effort to compete under the Russian flag.

The Ukrainian president said talks also covered EU funding for Ukraine’s defense, the opening of additional negotiation clusters related to Ukraine’s European integration and support for the country’s energy resilience. He identified air-defense systems and missiles, particularly for Patriot systems, as Ukraine’s most urgent needs and called for faster cooperation with European and other international partners.
