Zelenskyy Calls for More Pressure

Ukrainian President Volodymyr Zelenskyy called for increased sanctions and military pressure on Russia while announcing changes in the country’s military leadership, according to an address published on the Ukrainian presidency’s website on July 22, 2026.

Zelenskyy said Mykhailo Drapatyi had formally assumed the position of commander-in-chief of Ukraine’s Armed Forces. He also said Ihor Skybiuk had been selected as chief of the General Staff, working alongside Drapatyi and Yevhenii Khmara. The president said the changes were intended to support the modernization of Ukraine’s defense forces and improve coordination among military and security agencies.

The address identified air defense, protection against Russian strikes, expanded use of technology and support for frontline units as key priorities. Zelenskyy also said Ukraine needed additional Patriot missile interceptors, citing shortages in recent months. He said the issue was discussed in Kyiv with U.S. Ambassador to NATO Matthew Whitaker and Lieutenant General Curtis Buzzard, who commands NATO security assistance and training efforts for Ukraine.

Zelenskyy said Ukrainian and U.S. officials were also continuing discussions on a proposed drone agreement. He added that diplomatic contacts with U.S. envoys Steve Witkoff and Jared Kushner were continuing, while insisting that Russia must be prepared to end the war. The president said Ukraine would continue combining diplomatic efforts with sanctions, military operations and international support.
