Ukraine Launches Major Government Reshuffle

In a significant address to the nation, Ukrainian President Volodymyr Zelenskyy announced a series of governmental changes aimed at enhancing national resilience and efficiency. The announcement, made on January 2, 2026, outlined a comprehensive overhaul involving key governmental and defense positions.

President Zelenskyy detailed the appointment of Kyrylo Budanov as the new Head of the Office of the President. Budanov’s extensive experience is expected to direct the Office’s focus towards crucial security matters and negotiation processes. Additionally, Oleh Ivashchenko has been named to lead the Defense Intelligence of Ukraine, bringing his prior leadership in Ukraine’s Foreign Intelligence Service to the forefront of military intelligence operations.

Further changes include a forthcoming new head for the State Border Guard Service of Ukraine, pending nominations from the Minister of Internal Affairs. This is part of broader initiatives to introduce new management approaches within the Border Guard Service. President Zelenskyy is also pushing for legislative updates with a presidential draft law aimed at reforming the State Bureau of Investigation, expected to be submitted to the Verkhovna Rada of Ukraine later this month.

In military domains, significant shifts are anticipated with Deputy Head of the Office of the President, Pavlo Palisa, set to engage directly with combat brigades to reinforce Ukraine’s military stance. The training programs for Ukrainian forces are also slated for an overhaul to reflect direct combat experiences more accurately.

In a notable change in the defense ministry, Mykhailo Fedorov has been proposed as the new Minister of Defense. Fedorov’s involvement in digitalizing public services and his effective management of the Drone Line project are seen as valuable assets in driving technological advancements within the defense sector.
