In Kyiv, a significant international summit commenced on November 27, 2025, bringing together representatives from 20 nations and the European Union to deliberate the effectiveness of existing sanctions against Russia and to plan further restrictive measures. The two-day Kyiv Sanctions Summit focuses on intensifying efforts to curb Russia’s war capabilities through economic sanctions. Prime Minister of Ukraine, Yuliia Svyrydenko, opened the summit by appreciating the global efforts that have significantly undermined Russia’s military operations. She highlighted the substantial drop in Russia’s oil and gas revenues, urging the continuation and enhancement of sanctions, particularly targeting the energy sector and other critical areas. “The numbers confirm the soundness of our joint actions, and we must continue to increase the pressure and make the sanctions more effective,” Svyrydenko stated. EU Sanctions Envoy David O’Sullivan reported on the impact of the EU’s 19 sanctions packages. He emphasized the necessity for an ongoing and adaptive approach to sanctions as the conflict persists. Detailed discussions at the summit also include strategies to prevent Russian access to foreign components used in military equipment, a critical aspect of the sanctions strategy. The summit will also pave the way for the EU’s 20th sanctions package, focusing on Russia’s military-industrial complex and financial operations. Advisor and Commissioner for Sanctions Policy, Vladyslav Vlasiuk, noted the achievements of Ukraine’s sanctioning efforts, which have listed over 20,000 sanctioned individuals and entities since January 2024. The outcomes of the summit are expected to strengthen the global sanctions coalition and refine future strategies to further pressure Russia.
