President Volodymyr Zelenskyy of Ukraine recently concluded a significant three-day tour of Greece, France, and Spain, securing multiple defense and energy agreements aimed at bolstering Ukraine’s military capabilities and energy security. The tour, which took place from November 16 to 18, 2025, included high-level meetings with European leaders and resulted in several strategic partnerships and initiatives.

In France, President Zelenskyy and French President Emmanuel Macron signed a comprehensive declaration that will enable Ukraine to acquire advanced French defense equipment. This includes an agreement for Ukraine to purchase 100 Rafale F4 aircraft by 2035, alongside other defense assets like SAMP/T air defense systems and modern radars. The deal also encompasses technology transfers and the joint production of aircraft and interceptor drones in Ukraine, marking a significant boost to Ukraine’s defense modernization efforts.

The visit to Spain yielded similarly fruitful discussions with Prime Minister Pedro Sánchez, who announced Spain’s commitment of €615 million to various initiatives supporting Ukraine. This includes a €300 million defense assistance package and contributions to joint weapons production projects under the SAFE initiative. These agreements are part of a broader effort to enhance Ukraine’s defense posture against ongoing threats.

In Greece, discussions with Prime Minister Kyriakos Mitsotakis led to a crucial energy agreement between Naftogaz of Ukraine and DEPA Commercial of Greece for the supply of natural gas to Ukraine during the upcoming winter. This agreement is part of a broader strategy to secure reliable energy sources for Ukraine, amidst persistent attacks on its energy infrastructure by Russia.

These series of agreements from Zelenskyy’s European tour represent a significant step forward in Ukraine’s efforts to strengthen its defense capabilities and energy independence, enhancing not only its own security but also contributing to regional stability.
