Ukraine Bolsters Defense with France

In a significant move towards enhancing national security and international cooperation, Ukrainian President Volodymyr Zelenskyy alongside French President Emmanuel Macron signed several pivotal agreements on November 17, 2025. The ceremony took place at the air base in the French city of Vélizy-Villacoublay, marking a major advancement in Ukraine’s defensive capabilities against ongoing regional threats.

The highlight of the agreements was the Declaration of Intent on Cooperation in the Acquisition of Defense Equipment for Ukraine. This includes the acquisition of 100 Rafale aircraft, radars, SAMP/T air defense systems, missiles, and guided bombs. This strategic deal, set to last for 10 years starting next year, illustrates a deepening of ties between Ukraine and France, with both nations committed to enhancing their industrial and technological sectors jointly.

Further bolstering this partnership, Presidents Zelenskyy and Macron also participated in the Ukrainian-French forum on joint drone production in Paris. This collaboration underscores a shared commitment to advancing military and technological innovation. Additionally, President Zelenskyy met with representatives from the Kernic Solidarités association and the National Committee for fishery and aquaculture at the Embassy of Ukraine in France. This meeting highlighted the provision of anti-drone nets to Ukrainian cities, showcasing a unique blend of community support and defense strategy.

These developments are not just about military assets but also about the symbolic unity against aggression, as expressed by President Zelenskyy during a joint press conference: “Ukraine is not alone now…we have friends, and France is our friend.” This series of agreements and meetings in France portrays a robust partnership that stands as a testament to international solidarity and strategic foresight.
