In a landmark move, the Committee on Constitutional Affairs of the European Parliament has proposed allowing Members of the European Parliament (MEPs) to vote by proxy during pregnancy and postpartum periods. This initiative aims to bolster gender equality and work-life balance among Europe’s elected representatives.

The proposal, initiated by European Parliament President Roberta Metsola, suggests amendments to the EU Electoral Act to permit proxy voting up to three months prior to the estimated birth date and six months thereafter. This revision seeks to address the challenges faced by MEPs during these periods without compromising their legislative duties.

The legislative initiative report supporting this proposal received significant backing, adopted by 28 votes in favor, with only one against, indicating strong parliamentary support. Rapporteur Juan Fernando López Aguilar highlighted that the move would ensure no elected representative has to choose between their family duties and their parliamentary responsibilities. The proposal not only aims to set a precedent for national legislatures but also intends to enhance democratic legitimacy by promoting fairer participation.

The European Parliament is scheduled to vote on this proposal in its upcoming session in Brussels on November 12-13. If approved, the new regulation will require unanimous consent from all member states following their constitutional procedures to become effective. This development represents a significant step towards adapting modern working standards in political institutions while promoting gender equality.
