In a significant diplomatic move, Ukraine and France have synchronized their strategies in preparation for the upcoming European Council meeting scheduled for October 23, 2025. This coordination was solidified during a recent meeting between Ihor Zhovkva, Deputy Head of the Office of the President of Ukraine, and Anne-Marie Descôtes, Secretary General of the Ministry for Europe and Foreign Affairs of France. The discussions, which build upon a prior phone conversation between Ukrainian President Volodymyr Zelenskyy and French President Emmanuel Macron, focused on several critical areas including the implementation of a new financial tool aimed at directing frozen Russian assets to aid Ukraine’s defense and recovery efforts. This move comes as Ukraine braces for intensified threats against its energy infrastructure with the approach of winter. The officials also reviewed the European Union’s sanctions policy, anticipating the adoption of the 19th sanctions package which is expected to target Russia’s shadow fleet and military-industrial sectors, and introduce personal sanctions concerning the abduction of Ukrainian children and Kremlin-backed propaganda. Moreover, the dialogue underscored Ukraine’s progress towards EU membership, with Zhovkva affirming the completion of the legislative screening stage and readiness to proceed with the negotiation clusters.
