Ukrainian President Volodymyr Zelenskyy met with European Council President António Costa and European Commission President Ursula von der Leyen in Brussels to discuss air defense, energy security and financial support for Ukraine. Zelenskyy said Ukraine needed a winter support package covering energy supplies, air defense and financing. He briefed the EU leaders on overnight Russian strikes against energy infrastructure and attacks on Ukrainian cities, including Kharkiv, where he said two people were killed and 17 injured. He also reported strikes on a shopping mall in Rivne and energy facilities in four regions. The Ukrainian president called for stronger European assistance to protect civilians and maintain the country’s energy system. The discussions also addressed support for Ukraine’s financial resilience through the following year and the implementation of previously agreed EU decisions. Costa said the European Union’s support for Ukraine remained firm and called for increased assistance and pressure on Russia. Von der Leyen highlighted Ukraine’s progress toward EU membership, saying the goal was to open the final two negotiating clusters by the end of 2026 while continuing accession-related reforms.
