Ukraine and Germany signed agreements valued at €8.5 billion during a bilateral business forum focused on air defense, drone production, defense cooperation, energy and postwar reconstruction. Ukrainian President Volodymyr Zelenskyy and German Chancellor Friedrich Merz attended the forum on Oct. 4, according to the Ukrainian president’s office. Zelenskyy said 15 documents had been signed with German companies, covering the purchase and production of interceptor drones, ammunition, radars, artillery and unmanned ground vehicles. He also said testing had produced positive results for the German-Ukrainian “Spys” interceptor, while work continues on the smaller “Nika” missile designed to counter jet-powered Shahed drones. Ukraine’s Defense Ministry signed memorandums with Diehl Defence on IRIS-T air defense systems, missiles and munitions, as well as with HENSOLDT on radar procurement. It also signed a letter of intent with Quantum Systems concerning the testing and purchase of interceptor drones. Additional agreements provide for localizing Ukrainian drone production in Germany and developing unmanned systems for firefighting and rescue operations. Energy agreements included cooperation between Ukraine’s Ukrenergo and German grid operators 50Hertz and Amprion to secure equipment for restoring and strengthening the Ukrainian power system. Ukraine’s Energy Ministry and Naftogaz also signed agreements with Siemens Energy covering potential use of 12 gas turbine units, protection of energy infrastructure, modernization of underground gas storage and new power-generation projects. Merz said Germany would continue supporting Ukraine, including through the winter, and highlighted cooperation in energy, agriculture, defense, digitalization and construction. He said Ukraine’s reconstruction would create economic opportunities for both countries, while the “Industrial Ramstein” initiative would connect Ukrainian companies affected by the war with European manufacturers and suppliers.
