The Register of Damage for Ukraine has opened all 43 categories of claims seeking compensation for damage, loss or injury caused by Russia’s full-scale invasion, according to the Office of the President of Ukraine. The final three categories cover state claims involving other property losses, environmental damage, and the pillaging or appropriation of natural resources. Claims may be filed by the Ukrainian state, central, regional and local authorities, and state or municipal institutions and organizations. The register includes 21 categories for individuals, 11 for legal entities and 11 for the state. They cover issues including deaths and disappearances, personal injuries, torture, sexual violence, forced displacement, housing losses, business damage, infrastructure destruction, cultural heritage losses and environmental harm. Launched on April 2, 2024, the register has received 195,000 claims, with more than 65,000 recorded and the remainder under review. It is the first part of an international compensation mechanism for Ukraine. A proposed International Claims Commission would assess claims and determine compensation, while a future International Compensation Fund would make payments. The commission’s founding convention has been signed by 40 countries and the European Union, with 10 signatories having ratified it; 25 ratifications are required for its establishment.
