Ukrainian President Volodymyr Zelenskyy and European Commission President Ursula von der Leyen discussed Ukraine’s financial resilience, future assistance and additional sanctions against Russia during a meeting on Sept. 22, 2026. Zelenskyy thanked the European Union for approving a €90 billion loan and said Ukraine was fulfilling its commitments to use the financing to help cover the country’s budget shortfall. The two leaders also agreed that their teams would explore additional ways to provide financial support in the coming year. The meeting also focused on EU sanctions policy. Zelenskyy argued that easing sanctions on individual Russian oligarchs would send an unproductive signal while Russia continues attacks against Ukraine. Zelenskyy said he welcomed von der Leyen’s readiness to consider adding more Russian individuals to the EU sanctions lists, describing such measures as steps toward a just peace and long-term security.
