Ukraine Signals EU Talks Advancing

Ukraine is nearing the opening of negotiation clusters in its accession talks with the European Union, President Volodymyr Zelenskyy said in an address released May 20. He also said Kyiv expects the first tranches of a planned €90 billion European support program in the coming weeks.

Zelenskyy said Ukrainian officials had discussed potential Russian attack scenarios from the Belarus–Bryansk region, including possible threats to the Chernihiv–Kyiv direction. He said military authorities had received instructions to strengthen defenses in northern Ukraine and that Kyiv was pursuing diplomatic and intelligence measures related to Belarus and Russian territory.

The president also confirmed a reported Ukrainian strike on an oil refinery in Kstovo, nearly 800 kilometers from Ukraine’s border. He said Ukraine’s long-range campaign would continue targeting Russian oil refineries, storage facilities and other infrastructure connected to oil revenues, describing the attacks as part of efforts to pressure Moscow.

Zelenskyy said Ukraine had held discussions with European, British and American officials on sanctions, security cooperation and diplomacy. He expressed support for restoring meaningful trilateral talks involving Ukraine, Russia and the United States, with European participation, and said Kyiv was prepared to take part in such efforts.
