Zelenskyy Calls for Veteran Policy Overhaul

Ukrainian President Volodymyr Zelenskyy has called for changes to legislation covering veterans and their families, saying state policy must provide dedicated legal protections and more comprehensive social support. He made the remarks at the IX International Veterans Forum on Aug. 22, 2026.

Zelenskyy said veterans should no longer be treated merely as one group among general benefits recipients. He instructed the government and Parliament to work with the veteran community on proposals for legislation focused specifically on veterans, as well as the families of veterans, fallen service members, prisoners of war and people missing in action.

The president also called for expanded access to healthcare, housing, education, veteran business programs and sports initiatives. He cited dental treatment and prosthetics as examples of existing programs that should be broadened, and said support must be coordinated between national and local authorities and strengthened through international partnerships.

Zelenskyy said veteran policy should be based on reliable data, including analysis of the transition from military service to civilian life. He urged the digitization of services and documents, simpler access to assistance and professional training for officials and veteran support specialists. He also described veterans as an important resource for community security and civic life.
