Ukraine Expands War Damage Claims

The International Register of Damage Caused by the Aggression of the Russian Federation against Ukraine has opened two new categories for claims related to humanitarian support and demining, Ukraine’s presidential office announced Aug. 13, 2026.

Category B4 covers public expenditures to support people affected by the war, including evacuations, temporary housing, emergency medical treatment, rehabilitation and compensation for damaged or destroyed homes under the state eRecovery program. Category B5 covers costs associated with demining and clearing unexploded ordnance.

Central, regional and local authorities and institutions will be eligible to submit claims. Iryna Mudra, deputy head of the Office of the President, said the new categories would help document the costs Ukraine incurs while addressing the consequences of Russia’s aggression.

The register now includes 23 categories covering harm to individuals, businesses and the state, including displacement, deaths, injuries, property damage and losses involving infrastructure and other assets. Twenty additional categories are planned as Ukraine and international partners work to establish a broader compensation mechanism.
