The Office of the President of Ukraine reported several developments on Aug. 11, including plans to return the remains of Colonel Yevhen Konovalets to Ukraine, a warning about possible Russian mobilization and a phone call between President Volodymyr Zelenskyy and Costa Rican President Laura Fernández Delgado. The remains of Konovalets, a Ukrainian military and political figure, were exhumed during a ceremony in Rotterdam. They are expected to be returned to Ukraine and temporarily reinterred at the National Military Memorial Cemetery. A farewell ceremony will later be held at the Patriarchal Cathedral of the Resurrection of Christ in Kyiv, with further details to be announced. In a separate address, Zelenskyy accused Russia of preparing to mobilize several hundred thousand people by the end of the year following what he described as “imitation” parliamentary elections. He said the Kremlin was seeking to create the appearance of public support for the war. The presidential office also said Zelenskyy spoke by phone with Fernández Delgado.
